A City Hall wedding photographer who understands the day from the inside out
I'm Kali McCarthy. Before running Kali Artistry, I was head of photography at one of New York City's top proposal planning companies — overseeing more than 300 shoots annually. That operational background means I arrive knowing exactly where to stand, when the light changes, and how to stay invisible until the moment needs me. A City Hall wedding moves fast. The ceremony itself is 2–5 minutes. My job is to make sure nothing disappears.
I'll serve as your witness at no extra cost. I cover all five boroughs. Galleries are delivered in 4 days standard, or the next day if you need them fast. If you're planning a larger celebration after your City Hall ceremony, see my work as an NYC wedding photographer at Kali Love Stories.
The ceremony is quick — usually 2 to 5 minutes. The experience around it is what makes the day. Here's exactly how it flows at the Manhattan Marriage Bureau.
01
Arrival & securityEnter together with your witness. Everyone passes through a metal detector. Arrive up to 30 minutes early.
02
Check-inPresent your marriage license at the window and receive a number. License fee $35, ceremony fee $25 — card or money order only, no cash.
03
The waitWait to be called by name. This is where I capture candids — real expressions, real anticipation, in the hallways and near the backdrop wall.
04
The ceremonyTypically 2–5 minutes. Exchange vows, receive your certificate. I document everything from the best available position inside the room.
05
Portraits outsideUp to 45 minutes of portraits at the nearby arches, Municipal Building, City Hall Park, and surrounding streets. The standard coverage window is limited to 2½ hours from the agreed start time, and time spent inside the Marriage Bureau counts toward that total. If I couldn't enter the ceremony room, this extends to 75 minutes at no extra cost.
06
DeliveryFull edited gallery in 4 days standard. Next Day upgrade available. Immediate rights to all photos. Print and album options available.
Guest limit (as of 2026): Up to four adult guests plus the couple inside the ceremony room. Your photographer counts as one of those four. The Manhattan office is strict on the count. I coordinate my position to maximize coverage within whatever access is permitted.

Extended Marriage Certificate for Foreign Use
If you will use your NYC marriage record outside the United States, request the long-form record for foreign use. When you are already inside the Marriage Bureau for your ceremony, you can complete this the same day — no separate external appointment needed.
Time note: Completing the extended certificate and the steps that follow can add significant time to your day. Please tell me before booking if you plan to do this. Time spent completing the extended certificate inside the Marriage Bureau counts toward the 2½-hour coverage window and may reduce the outdoor portrait session. County Clerk and New York State office visits are not included unless arranged separately.
How it works when you are inside for your ceremony
At entry and security, tell staff you need the extended certificate. They will give you a short form to fill out.
Have your ceremony. Afterward, bring the form back to the same staff. They will give you a ticket for the records window.
Proceed to the records window inside the Marriage Bureau to receive the extended certificate. Fee: $35 first copy, $30 each additional. Order two or three.
Next steps after you have the extended certificate
New York County Clerk — 60 Centre Street, Room 141B. Authenticate the City Clerk signature. Fee $3 per document. NY County Clerk →
New York State Department of State — 123 William Street, 19th Floor, or mail to Albany. Apostille for Hague countries, certificate of authentication for non-Hague. Fee $10 per document. NYS Apostille →
Non-Hague destinations require U.S. Department of State authentication and the destination consulate. U.S. Dept. of State overview →

City Hall wedding photography questions
Packages start at $575 for the 4-Day package, $725 for Next Day delivery, and $1,250 for the Landmark package which includes pre-day scouting and in-depth retouching. All packages include a complimentary witness and immediate rights to all photos.
Yes — complimentary on every package. Mention it when you inquire and it will be confirmed in your booking. I count as one of your four permitted adult guests inside the ceremony room.
As of 2026, up to four adult guests plus the couple inside the ceremony room. Your photographer counts as one of those four. Children under 12 have some flexibility. The Manhattan office is the strictest on the count — Brooklyn tends to be slightly more relaxed. Everyone must show ID at entry.
The ceremony itself is usually 2–5 minutes. Standard photography coverage begins at the agreed start time and is limited to 2½ hours total. Outdoor portraits are up to 45 minutes and may be shortened when security, check-in, waiting, paperwork, or ceremony delays use the coverage window. If the Marriage Bureau finishes quickly, unused time does not extend the outdoor session beyond 45 minutes. If City Hall delays the ceremony past the scheduled end, staying beyond the coverage window is subject to my availability and cannot be guaranteed.
Both parties present, a marriage license obtained at least 24 hours in advance ($35 by card or money order), a witness 18+ with government-issued ID, and the ceremony fee of $25 by card or money order. No cash is accepted on site.
If the guest count means I can't enter the ceremony room, I coordinate to meet you at the exit and extend your portrait session from 45 minutes to 75 minutes. The price stays exactly the same.
Yes — Manhattan, Brooklyn, Queens, Bronx, and Staten Island. One important note: the Bronx Marriage Bureau does not allow cameras inside the building. Cameras must be left with security at entry and retrieved when you exit. Read the full Bronx guide →
It's a reasonable question. The New York Times covered this topic directly. The key things to check: a real portfolio with multiple City Hall shoots, verifiable reviews, clear booking policies, and a photographer who knows the specific bureau you're using. Read the NY Times piece →
Yes. If you are already inside the Marriage Bureau for your ceremony, ask for the extended certificate form at entry or immediately after. Please tell me before booking if you plan to complete it that day. Time spent on the extended certificate counts toward the 2½-hour coverage window and may shorten the outdoor portrait session. County Clerk and New York State office visits are not included unless arranged separately.
